Is this against Google's Terms of Service?
It depends entirely on how you use it.
Legitimate: You own three Google accounts — an old personal one, a current one, a work one. You use Gyggle to consolidate the free space you're already entitled to across accounts you control. This is normal storage management.
Not legitimate: Automating the creation of new Google accounts to farm free quota. Gyggle does not do this, cannot do this, and will terminate accounts that attempt it.
The honest caveat: Google's Terms of Service prohibit creating accounts "by automated means" and using their services to circumvent storage limits. If Google decides your usage pattern is abusive, they can suspend accounts. Gyggle cannot prevent that, and we tell you so plainly.
